Town Board Work Session
March 27, 2012

Highlights of the untelevised work session.

1. State Land Corporation
Controversy arose over a proposed rezoning of the 100 acre site on Route 202 when Supervisor Grace suggested that housing be added to the plan and Councilman Bianco called the proposed mixed use a “Yonkers Plan.” The plan also involves the future expansion of the Bear Mountain Parkway and/or the potential widening of Route 202.

2. Senior Buses
In a compromise that didn’t make everyone happy, the board agreed to provide each club with transportation this year only for its members to attend luncheons, either in Yorktown or Cortlandt.

3. Business Incentive
As presently proposed, Councilman Bianco’s business incentive plan designed to lease up vacant retail and office space cannot go forward as it would be considered an illegal “gift of public funds.”

4. Generators at Town Hall and YCCC
The board is still considering how best to proceed with purchasing the emergency generators.

5. Route 202 commuter lot
The Yorktown School District is requesting that it be granted either a lease or a license for the commuter parking lot in order to control how cars park there (the lot is not stripped) and also to control student behavior.

6. Lifeguard at Sparkle Lake
A request has been made by a 6-year-old resident to restore the lifeguard this coming season.

7. Teen Center use of YCCC gym
The Teen Center has requested additional time to use the gym during summer hours.

8. Political events in Town Hall
The board room cannot be used for campaign functions, but there are no restrictions on candidates holding events outside the building.

The best type of Emergency Generator for any large Yorktown building. The Town Board should look at the at the Copper Beach Middle School. A smaller version of the Gas Fired Turbines that have been in use for many years. The exhaust gases will also supply a hot water heater. Is the Town Board wasting more money on an Energy Consultan?
