Supervisor will propose borrowing $2 million for capital projects

Believing that what he calls excessive fund balances should be used to reduce current taxes, Supervisor Grace plans to propose borrowing $2 million to finance capital projects and have future taxpayers pay the debt service.

1. Emergency Generators
Supervisor said he plans to borrow the money for the emergency generators for the YCCC and town hall as part of a proposed larger capital projects borrowing.
 
2. Lake Mohegan
The “source” of much of the lake’s raising water level problem has been identified and fixed.
 
3. Fluoridation
While the Catskill system is shut down, the fluoridation system at the Amawalk plant is being shut down because Cortlandt and Montrose do not want fluoridated water.
 
4. Capital projects (taxes, budget) discussion
Supervisor Grace plans to use fund balances in the water district and Yorktown (Hallocks Mill) sewer district to bring taxes down in 2014 and to borrow about $2 million for capital projects so that the cost of the projects will be paid for over time by the people benefiting from the projects.
