Town Board Reviews Long Range Parks and Recreation Needs, Including Dog Park

1. Tax certiorari settlements
The Board unanimously voted to accept settlements for Sears and Treetops (Northern Westchester Restorative Care) but did not disclose the terms of the settlement.
 
2. Emergency Notification System
The Board discussed the use of three possible systems but no decisions were made. Much of the discussion focused on whether the system should contact only residents who sign up for the service, or should the service be available to all residents with the option for them to  “opt out” if they didn’t want to receive the notifications.
 
3. Tax Consideration for Historic House owners
Bill Primavera, the owner of a historic house, will be seeking state legislation that will enable towns to give a tax break to the owners of historic homes.
 
4. Parks & Recreation presentation
Brian Gray, Superintendent of the Parks & Recreation Department and Diana Quast, chairman of the Recreation Commission gave a slide presentation describing the Town’s open space inventory and long range plans for upgrading existing recreational facilities as well as constructing new ones, including dog park.  Supervisor Grace said that the idea behind the presentation was to put together a capital plan for parks & recreation.
 
5. Winery
The Town will have to apply for a wetlands permit so that Mr. DeChiaro will be able to complete his parking lot, a portion of which is on town owned property.
 
6. Creative Living
The applicant and his consultants repeated the presentation they had made to the Planning Board the night before. The wetlands permit will need modification and the Planning Board will have to develop standards for parking.
 
7. Proposed local law for keeping chickens and fowl
In a brief discussion, the Board decided that the proposed law needed more tweaking before a public hearing was scheduled. Councilman Bianco and Murphy and the Planning Board were opposed to allowing chickens on lots less than an acre.  
 
8. Selected other resolutions, passed unanimously
Approved a list of budget transfers for 2012.
