Planning Board Reviews Changes at JV Mall and Winery TCO

The Board reviewed proposed changes in parking, landscaping and signage requirements at the JV Mall, reductions in parking requirements in other commercial zones, and la shorter TCO for the Winery.

1. Costco
Twenty-seven people spoke at the continuation of the DEIS public hearing, eight in support of Costco, 16 opposed, and three comments that did not appear to be either pro or con. The Board voted unanimously to close the hearing and left a 30- day period to receive written comments.
 
2. JV Mall issues
The Board reviewed proposed changes to the regional shopping center zone that would reduce the parking requirements and add new landscaping and signage requirements.  Also proposed are changes in the berm along Route 6 to provide greater visibility to the Mall.  Reductions in the parking requirements for other commercial zones were also discussed.
 
3. Winery
On a referral from the Town Board, the Planning Board discussed issuing a new Temporary Certificate of Occupancy (TCO) to the Winery. The Board expressed concern about the need to make the site safe and efficient and Planning Director Tegeder asked what incentive the owner had to make the changes as the owner is already using the site.  There appeared to be a consensus on the Board to have the Planning Department send a memo to the Town Board recommending limiting the TCO to six months instead of one year.
