Police got a call at 7:11 p.m. May 1 about a black car being driven erratically on Springhurst Street.
Officer Brian Nicholson stopped a car that matched the description.
The operator was identified and arrested; police allege he was driving while intoxicated by a combination of alcohol and drugs.
The 19-year-old was released to a parent and is due in Town Court June 2.
