Millwood Spa Employee Charged with Prostitution

New Castle police announce the arrest of Luo Jing, an employee at Beijing Spa in Millwood.

An employee at a spa in Millwood has been arrested and charged with prostitution after an undercover investigation, New Castle police announced.

Luo Jing, a 45-year-old Flushing, NY resident, was arrested and arraigned on Tuesday. She was charged with a misdemeanor-level form of prostituion, Class B, and practicing massage without a license, which is a Class E felony, police said.

The defendant is an employee of Beijing Spa, which is located at 84 Millwood Rd.

Police said that the investigation involved an undercover officer getting a massage. The officer, police said in a press release, "was offered a sexual service for an extra fee."

At the arraignment, bail was set at $1,000. The defendant is due back in New Castle Justice Court in Chappaqua on Thursday, Dec. 13.

Note: Arrests do not indicate convictions.

This is an unfortunate occurance for all involved. Also, this is a blatant use of entrapment on the part of the police officer. If men get propositioned, and refuse the offer, then the supposed prostitute, would not offer her services, and would no longer be a prostitute. So if men find themselves in such a situation, they should refuse the offer and thus put a stop to such illicit practices.

Beth Rordam said "I never felt safe knowing what was going on there.". You KNEW there was prostitution going on and did nothing about it? Who is to blame for it going on then?

I agree with you that it was a good thing that the supposed "massage parlor" was shut down. That is definitely a good thing. I by no means support or condone prostitution. However, if this scourge and blight on humanity is to be slowed down or eliminated then men need to abstain from such offerings.Likewise, women need to do their part and stop offering themselves. If there is a demand, then the supply will be there to meet the demand. This is simple demand and supply economics.
